Xhilda Papajani (Kadriaj) is a senior public administration professional with over 30 years of experience in social policy, labor relations, and social protection. She began her career in the fields of employment, social dialogue, and occupational safety and health, including seven years of engagement with the International Labour Organization (ILO).
In the past seven years, she has been closely involved in the development of social care policies and reform processes at Albania’s Ministry of Health and Social Protection. Her work has focused on designing and strengthening community-based social services, improving social protection mechanisms, and developing strategic and regulatory frameworks aimed at supporting vulnerable groups across the life cycle.
Her current areas of expertise include the expansion of integrated, community-level services, the use of financing instruments such as social funds, and the promotion of inclusive welfare approaches. Her work increasingly addresses the challenges of population ageing, with a particular focus on strengthening community responses to the needs of older persons and preventing institutionalization through accessible, locally delivered services.
