Prof. Dr. Merita Xhumari is a professor of public policies at the Department of Political Sciences, Faculty of Social Sciences, University of Tirana, with 38 years of experience in teaching, research, and publications. She holds a PhD in Sociology from the University of Tirana (1997) and a European Master in Social Security from the Catholic University of Leuven, Belgium (2002). Between 1995 and 2006, she served as the Head of Social Policy and Research at the Social Insurance Institute of Albania.
She has extensive experience as a social policy expert, having collaborated with international donors such as the World Bank, the European Commission, the Council of Europe, the International Labour Organization, etc. Her research focuses on pension reform, social protection, education and VET, decentralization, and recently on the impact of digitalization in the labor market for older workers. She is the author of several impactful publications, including the monograph Pension Trajectories in Western Balkans 1990-2010: Three Case Studies Albania, Kosovo, and North Macedonia; the university textbook “Process and Institutions of Social Policy”; and various scientific articles.
